KEY REQUIREMENTS

DUTIES:
The Sioux Falls VA Health Care System is currently recruiting for an Outpatient Psychologist located in the Mental Health Service Line.

Tour of duty will be day hours, Monday-Friday; some evening and weekends may be required. Travel and call rotation may also be required.

Duties of the Outpatient Psychologist include, but are not limited to:

The incumbent conducts group, individual, marital, and family therapy. In providing these varied forms of psychotherapy, the psychologist utilizes high technical skills in appropriately recognizing and responding to nuances in verbal, motor, psycho motor, and psychophysiological manifestations of emotional conflicts which develop between individuals in such relationships. All clinical activities will be consistent with the incumbents specific clinic privileges.

Performance of both routine and extensive or specialized psychological evaluation of patients. When engaged in psycho diagnostic evaluation, incumbent independently conducts and documents clinical interviews. Will select from, and administer a wide variety of psychological evaluative instrument to assess intellectual capacity, personality attributes and functioning, other aspects of central nervous system functioning, to determine the presence of either psychiatric or organic central nervous system illness, and to document the results of such assessment and provide diagnostic information and recommendations for treatment and management.

Perform Compensation and Pension evaluations.

Supervision of psychology interns and students in their various practicum assignments and research activities. This is to include clinical instruction to University of South Dakota School of medicine medical students and psychiatric residents during classroom and clinical training with the medical school and during rotations at this hospital.

Other duties as assigned.

QUALIFICATIONS REQUIRED:
BASIC REQUIREMENTS:

  • U.S. Citizenship.
  • Physical Requirements: See VA Directive and Handbook 5019.
  • English Language Proficiency required.
  • Must hold a doctoral degree in Psychology from an accredited college of university approved by the American Psychology Association (APA) AND Have successfully completed a professional psychology internship training program that has been accredited by APA. Exceptions: (1) new VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Central Office of Academic Affiliations at the time that the individual was an intern and (2) VHA facilities who offered full one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement.
  • In addition to the education requirement, the incumbent must hold a current and unrestricted license in psychology.
Exception: The Secretary may waive the requirement of licensure for an individual psychologist for a period not to exceed 2 years from the date of employment on the condition that such a psychologist provide care only under the supervision of a psychologist who is so licensed. Non-licensed psychologists who otherwise meet the eligibility requirements may be given a temporary appointment as a graduate psychologist under the authority of 38 U.S.C. § 7405 (a) (1) (D). Failure to obtain licensure during that period is justification for termination of the temporary appointment. This may result in termination of employment.

Note : Regular supervision and oversight is required for a psychologist assuming this position at the GS-11 level. At the GS-12 level, involved supervision and oversight is still required, but at a less frequent and thorough level. The GS-13 level psychologist exercises independent judgment in the practice and provision of psychological services, with full clinical privileges, and requires minimal supervision and oversight.

To be qualified at the GS-11 level you must meet the following minimum qualifications:

GS-11 - None beyond the basic requirements.

To be qualified at the GS-12 level you must meet the following minimum qualifications:

GS-12 - Experience. In addition to the basic requirements at the GS-11 level, at least 1 year of experience as a professional psychologist equivalent to the next lower grade level. Individuals assigned as GS-12 psychologists may be in the process of obtaining licensure at the independent practice level. If unlicensed, the individual must be supervised by a licensed psychologist and the experience and supervision must meet the standards for psychology licensure. In addition, the candidate must demonstrate the knowledge of, and ability to apply, a wide range of professional psychological theories and assessment methods to a variety of patient populations. Ability to develop coherent treatment strategies and to incorporate new clinical procedures. At the GS-12 level, unlicensed psychologists practice under the supervision of a licensed psychologist, but with less need for consultation than at the GS-11 grade level. They may be assigned to any program area.

To be qualified at the GS-13 level you must meet the following minimum qualifications:

GS-13: Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia. Experience. In addition to the experience requirements at the GS-12 level, at least 1 additional year of experience as a psychologist equivalent to the next lower grade level. Experience would be gained by the ability to organize work, set priorities, delegate tasks and meet multiple deadlines. Ability to provide supervision in areas related to behavioral health and social services provision in order to accomplish program goals and objectives. Knowledge of, and ability to apply a wide range of professional psychological theories and assessment methods to a variety of patient populations. Ability to develop coherent treatment strategies and to incorporate new clinical procedures. Ability to deal effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view.

A t this level psychologists are licensed at the doctoral level to practice independently in the provision of psychological services consulting with peers and supervisors as appropriate. They are assigned to any VHA program and setting, including inpatient or outpatient medicine, surgery, mental health, neurology, rehabilitation medicine, geriatrics, Vet Centers, and the VHA National Center for Organizational Development.
