This position will be located in the Surgery & Specialty Care Service Line. As an Administrative Officer, you are responsible for the following duties to include, but not limited to:
Responsible for planning, organizing, evaluating, coordinating, and implementing the complex administrative functions.
Coordinates with the clinical and administrative staff in regards to policies and processes, which must be implemented, affecting the surgery service line, and is recognized by the medical staff as a specialist in the areas of hospital administration and policy/procedure formulation.
Knowledge in areas of strategic analysis, quality assessment/performance improvement, interdisciplinary issues, utilization management, risk management, and hospital-wide assessments.
Responds to management's need for improved databases, data collection, statistical analysis, and reporting.
Knowledge to formulate process and safety improvement plans.
Ability to involve the independent formulation of position descriptions, functional statements, performance standards, performance appraisals, recruitment, retention, interviews, and employee leave usage.
Directly supervisors a wide range of administrative employees within the service line.
Responsible for overseeing and strategically guiding the contracts involved within the surgery department.
Ability to work independently and/or effectively with other members of a team to accomplish organizational, Veteran centered goals.
Ability to handle internal/external customer complaints.
Liaison between other service lines and the surgery department.
Short and long term strategic planning.
Staffing analysis.
Member of multiple committees and workgroups Work Schedule: The tour of duty for this position is typically Monday - Friday, Administrative Hours. Additional information may be provided during the interview process.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/26/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Investigate and resolve problems between and within services in a health care facility; Coordinate administrative functions of a health care facility; Review, develop, and approve specialty care contracts with outside providers; Provide direct supervision to administrative employees activities with various computer applications; Develop and maintain proficiency and support administrative activities; Performs statistical analysis on data; Monitor and review documentation for adherence to Joint Commission and Medical Center requirements. OR,
Education: Applicants may substitute education for the experience required for the GS-11. Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M.
Combination: Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when combing education and experience, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify for the position. For example, for a GS-5 position, an applicant who has 8 months of GS-4 level specialized experience and 80 semester hours of college. The applicant meets 67 percent of the required experience and 33 percent of the required education (i.e., 20 semester hours in excess of the first 60 semester hours). The applicant meets 100 percent of the total requirements and is qualified for the position.
You will be rated on the following Competencies for this position:
Competencies #1 Knowledge of the principles and concepts of health care administration, including strategic planning, budget, public relations, systematic internal review, fiscal and personnel management, and integration of health care delivery systems.
Competencies #2 Knowledge of and ability to apply statistical management tools and techniques.
Competencies #3 Ability to communicate effectively, both orally and in writing, with people from a wide variety of educational and socioeconomic backgrounds. Writing skills involve preparation of technical reports, correspondence, policy statements, recommendations, and special proposals.
Competencies #4 Knowledge of data processing which includes systems, data, and programs.
Competencies #5 Knowledge of personnel management, including writing position descriptions, developing performance standards, disciplinary procedures, and entire process for recruitment (HR package).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. PHYSICAL REQUIREMENTS: The work is mostly sedentary but does require some walking throughout the Medical Center.
WORK ENVIRONMENT: The work is performed in an adequately lighted and climate controlled office setting within the Primary Service Line area.
