MAJOR DUTIES: This position is in the Dental Department, in one of the Indian Health Service Hospitals or Clinics in the Aberdeen Area. The primary purpose of this position is to manage and supervise the Dental Department in the service unit and to provide professional dental care in connection with the diagnostic treatment of commonly encountered dental diseases or health problems requiring standard corrective, restorative, or preventive measures.

As Chief Dental Officer, plans, organizes, and administers a comprehensive dental health program for the service unit. Ensures direct dental services are provided that are of quality and quantity consistent with IHS a! nd service unit policies. Maintains licensure and ensures staff does the same. Ensures direct and contract dental services meet the needs of the population served. Plans and implements a preventive (HPDP) dental program for the population serviced in order to efficiently utilize resources.

Acts as consultant to other health professionals in the service unit. Maintains appropriate contacts with Tribal, IHS, state and local officials.

Evaluates and recommends improvements for the dental program.

Manages and supervise the dental staff in the department. Assigns work, approves leave, prepares performance plans, administers discipline, resolves grievances and complaints, provides for training and awards, interviews candidates for positions, recommends job selections, and gives advice and counsel to employees on administrative matters. Provides data, reports and other information as required for dental program accountability, evaluates resources and sta! ff performance within the scope of position accountability and acts in ! accordance with performance standards.

Ensures that department expenditures are within allocated budget. Ensures that department supplies, equipment, etc., are ordered and purchased. Ensures that department adheres to JCAHO or other accreditation requirements. Submits required reports to appropriate employees.

Provides preventive, corrective and controls oral health services to patients according to IHS priority. Provides clinical diagnosis, evaluation, studies and treatment services of professionally acceptable quantity and quality in accordance with sound public health practices.

Performs restoration of simple and compound cavities with standard and prescribed material (e.g., amalgam, silicate and microfils). Administers local anesthesia. Performs single and relatively uncomplicated multiple extractions of teeth. Performs uncomplicated pulp canal therapy. Does scaling of calculus, and curettage. Treating mouth and gum infections.

May oc! casionally perform difficult oral surgery such as extraction of impacted tooth where there is a complicating aspects, a difficult alveolectomy in connection with fitting of denture or other appliance, or other difficult dental procedures.

Routine duties shall include providing dental care services to individuals eligible for services provided by the IHS in homes, schools, clinics, job sites, and other community locations within the Service Unit.

Individual Occupational Requirements:
EDUCATION: Degree in dental surgery (D.D.S.) or dental medicine (D.M.D.) from a school approved by the Council on Dental Education, American Dental Association (ADA); or other dental school, provided the education and knowledge acquired was substantial! ly equivalent to that of graduates from a ADA approved school.

! LICENSURE: Applicants MUST be currently licensed to practice dentistry in a State, the District of Columbia, or Puerto Rico.

ADDITIONAL REQUIREMENTS for GS-12: For purposes of this standard, the following terms are defined.

Approved internship; Approved residency - Training in a hospital dental internship or residency approved by the Council on Dental Education of the ADA.

Graduate-level study; Either dental graduate study leading to an advanced degree such as Master of Science, or postgraduate (non-degree) dental school study involving a level on instruction comparable to that provided in a graduated degree program.

National certifying board; An examining board in a special area of dental practice recognized by the Council on Dental Education of the ADA.

Board Eligibility; Qualification for examination by a national certifying board as a result of having met the advanced training program requirements for a dental ! specialty.

FOR SPECIALIST POSITIONS: Experience and/or training must clearly establish the applicant's status as a specialist. Agencies should review the applicant's experience to determine the types and difficulty of the cases dealt with, the level of knowledge and understanding of the specialization regularly required, the degree of diagnostic skills and treatment planning ability involved and the pertinent graduate study acquired.

GS-12: Two (2) years of professional dentistry experience and/or training; or superior academic ability defined as that demonstrated by an intern, who on the basis of an evaluation of all interns who have completed training in the same hospital or in the same kind of internship program over the past five (5) years, would fall into the upper half of the group.

SPECIALIZED EXPERIENCE: Specialized experience is defined as, work concerned with the prevention, diagnosis, and treatment of diseases, inju! ries and deformities of the teeth, the jaws, organs of the mouth, and o! ther structures and connective tissues associated with the oral cavity.
