Position: Project Coordinator
Responsible To: Operations Manager
Works With: Project Officer, Hea! lth Coordinator, Logistics, Health, Finance and Admin Teams
Location: Sudan, Geneina
Contract Duration: 24 months
Starting Date: asap
Salary: £29,270 â" £30,020 per annum (dependant on relevant experience)
Benefits: Insurance cover, accommodation, R&R, annual leave entitlement of 24 days per annum rising to 30 days at the completion of 12 months of continuous employment with Merlin.

Context and Background
The goal of Merlin Sudan mission is to address the health and humanitarian needs resulting from widespread displacement of the population caught up in conflict and incapacity of the local health system to meet the needs both in emergency and transitional context.
Over two million people are now thought to have been displaced since the commencement of hostilities in the Darfur region, many of whom continue to be in acute need of emergency assistance. These needs are further exacerbated by seasonal rains & food shortages due to interruptions of agricultural cycles. Developments at the peace process level have initiated population returns in certain areas, while other areas continue to experience displacement. In addition, the capacity of the national health sys! tem is heavily disrupted due to long term conflict that has lead to the host community being underserved/unserved in essential health care.
Merlin has been working in Darfur since late 2004, and currently runs 5 field project offices across South Darfur. However, the long range strategic plan (2012 â" 2015) includes expansion

of its programme within Darfur and into other parts of the Sudan, deepen its working relationship with host government partners at all levels, develop a gradual exit strategy to allow the smooth transfer of specific health facilities to MOH, and support affected people with emergency response, recovery and resilience programmes.
The primary focus of Merlin program is primary health care and community based management of acute malnutrition (CMAM). The special emphasis is given to maternal and child health care. The program strategy includes establishment of static and outreach clinics in the ! IDP camps and unserved rural areas to ensure access to essential care a! nd building local capacity through a community based outreach component and engage with Ministry of Health at State and Locality levels in regards to collaboration, coordination and technical support supervision.
The new 2015 long range strategic plan allows Merlin to integrate emergency response with early recovery and building resilience and expand country programme portfolio in Darfur states and elsewhere in the country. In 2012, Merlin plans to be operational in West Darfur to be able to provide improved primary health care services to IDPs, returnees and host communities in the selected locations to consolidate program quality, improve the community involvement in the program planning and implementation through a revised community based approach, capacity building of national staffs and strengthen the capacity of local health system by increased engagement with the renowned partnership with MOH in regards to support, supervision, training and policy developmen! t.
Main purpose of the role
The Project Coordinator will be responsible for Merlin activities in Geneina, West Darfur. S/He will have a specific focus on overseeing project implementation, reporting, financial monitoring, logistics and supervising the administrative functions of relevant departments, specifically logistics, HR and finance.
Overall Objectives (scope)
- To help coordinate and deliver Merlin's response to unmet needs in West Darfur, which includes the provision of an effective and efficient medical service for the provision of life saving activities.
- To ensure team safety and compliance with security regulations
- To ensure appropriate Merlin administrative, financial and logistical systems/procedures are in place, maintained and adhered to so that all support functions are carried out effectively and efficiently
- Ensure project implementation in line with Merlin and donor Guidelines
- Assist in the development and provi! sion of Merlin's response to unmet health needs in West Darfur with a focus on life saving health and nutrition activities.
- Establish and coordinate Merlin's emergency response activities including the day to day activities.

- Responsible for establishment of the project. This will include significant focus on base establishment, human resource recruitment and systems development.
- Responsible for effective and efficient management of the field programme, consistent with the project management cycle (including remote management of staff and programmes if required)
- Monitoring of the evolving humanitarian situation in the programme area, consulting with and making recommendations to the Operations Manager
- In line with Merlin and Donor requirements, ensure financial, logistical and HR compliance
- Pro-actively contribute to programme development and strateg! y
- Prepare daily/weekly/monthly project activity reports including data analysis.
- Ensure security guidelines are developed and implemented within programme area
- Ensure that security procedures are regularly reviewed with the project team and updated accordingly
- Proactively monitor the political, military and security situation in the project areas and respond accordingly.
- Ensure that risk and threat analysis are conducted regularly for smooth operations in the area
- Be focal point for all security related issues and reporting with Operations Manager and or with CD
- Ensure a healthy balance between staff security and programme needs through liaison and discussion with the Operations Manager and Country Director
- Ensure familiarity with donor compliance issues, Merlin procedures.
- Ensure appropriate administrative, fin! ancial and logistical Merlin systems/procedures are in place, maintaine! d and adhered to so that all support functions are carried out effectively and efficiently.
- Document the project for transparency and future donor inspection/audit
- Accurately manage and control the project budget through the preparation and submission of projected expenditures and monthly monitoring of expenditure versus the budget reports
- Ensure good communications are established and maintained between the field offices and the Logistics and Finance departments
- Prepare daily/weekly/monthly medical and project activity reports including data analysis
- Organise project planning, progress and monitoring plans and evaluate on quarterly basis
- Carry out representation with other NGOs, UN agencies, local and national government bodies, and other relevant parties
- When relevant and with the CD approval, represent Merlin to donors, authoriti! es, NGOs and other parties as necessary.
- Ensure all relevant parties are kept informed of Merlin activities as appropriate (e.g. donors, health authorities etc.)

- Be focal person for your project location and ensure accountability frame work progress is monitored and evaluated regularly

Essential
Qualifications, experience and competences
- Extensive overseas experience in humanitarian relief and development programmes in management role for an international NGO
- Strong communication skills, with excellent written and spoken English including strong written skills in report, proposal writing and donor liaison
- Experience working in insecure env! ironment and managing security and safety issues
- Experience establishing a programme and base of operations.
- Experience and familiarity with key minimum standards and common tools used within the relief and development sector;
- Proven strong experience in the management of the entire project cycle
- Experience of logistics, health and finance management
- Excellent Human Resources management, team building, training, capacity building and personnel skills;
- Ability and flexibility to understand the cultural and political environment and to work well with the local authorities and partners.
- Ability to remain calm under pressure and to live and work in insecure, remote areas
