DUTIES:
The Sioux Falls VA Health Care System is currently recruiting for a Full-time, permanent, Social Worker for the Homeless Veterans Outreach Program. This position will be located in the Mental Health Service Line. As a social worker, you are responsible for the following duties to include, but not limited to:

Coordinates and provides services for Veterans in rural areas who are struggling with issues of homelessness or are in danger of becoming homeless. Provide on-call emergency services to those Veterans who are at risk of becoming homeless or are experiencing homelessness.

The incumbent will function in both a community-based program and Sioux Falls VAHCS and catchment area thereof, including Community Based Outpatient clinics, delivering complex services with multiple responsibilities and accountability requirements.

Provides clinical case management services and partners with community agencies to link access to community-wide housing services for Veterans.

Provides services such as psychosocial assessments, treatment planning, individual, group, and family therapy, discharge planning and follow-up, crisis intervention, case management , resource development, and coordination related to these services as clinically indicated.

The majority of Veterans requiring the incumbents assistance require supportive treatment provided through a well defined program which includes psychiatric assessment, supportive therapeutic supervision, clinical case management, medical consultation, bio-psychosocial treatment and rehabilitation, supportive group and or milieu therapy, psycho-education services, vocational counseling and rehabilitation, substance abuse counseling, and socialization within an outreach treatment format.

The program requires extensive coordination and travel, estimated 35-40% of allocated time, to rural areas with a wide variety of staff and treatment components to ensure its success.

The program requires active interface with the staff of other outpatient and inpatient treatment components as well as networking in the community with landlords, housing programs, Housing Authority and other housing specialists and case managers to identify housing resources, maintain and update lists of housing opportunities.

Work Schedule: The tour of duty for this position is typically a day tour, Monday - Friday, some evening and weekends will be required. Services will be provided to the Community Based Outpatient Clinics (CBOC). Travel will be required.

Relocation Expenses: Relocation expenses are not authorized for this position.

QUALIFICATIONS REQUIRED:
Basic Requirements:
Citizen of the United States.

Licensure: Be licensed or certified at the Master's level to independently practice social work.

Exception: VA may waive the licensure and/or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for examination. VA social workers who are not licensed at the time of appointment must be licensed or certified at the Master's level, within 3 years of their appointment as a social worker. Those who fail to obtain state licensure or certification within the required time frames must be removed from the General Schedule (GS)-185 social worker series. This may result in termination of employment.

Education: Applicants must have a Master's Degree in social work from a school of social work accredited by the Council on Social Work Education. To check accreditation http://www.cswe.org/Accreditation/Accredited-Programs.aspx

English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, section A, paragraph 3j, this part.

Physical Requirements: Periods of sitting with occasional standing, walking, stooping, bending and carrying of light items.

Must possess a valid driver's license.

GRADE DETERMINATIONS:
GS-9 IS THE ENTRY LEVEL for the GS-185 social work series and is used for social workers with less than one year of post-MSW experience and for social workers who are not yet licensed or certified at the independent practice level. Social workers at the GS-9 level are working toward completion of prerequisites for licensure or certification.

NOTE: Social workers with more than one year of post-MSW experience may be appointed at an advanced step within the GS-9 grade commensurate with their years of experience.

SPECIALIZED EXPERIENCE FOR GS-11 LEVEL: Requires a minimum of one year of post-MSW degree professional social work experience in the field of health care. This experience must have been in a clinical setting and must have demonstrated the potential to perform advanced assignments independently. (A clinical setting is a medical center, clinic - medical or psychiatric, residential treatment center, or any other type of facility where social work participates in a collaborative treatment and is identified with the medical profession.) Experience must have been obtained AFTER earning a Master's Degree in Social Work.

SUBSTITUTING EDUCATION FOR EXPERIENCE AT THE GS-11 LEVEL: To meet the required specialized experience for the GS-11 level, applicant may substitute a doctoral degree in social work from a school of social work. (You must submit a transcript to receive credit for this education.
